Mr. Tobin is currently the President for the Association of Threat Assessment Professionals (ATAP) and directs the organizations growth and development. Mr. Tobin oversees various ATAP programs to include international education and relationship development, standards development, and organizational resilience. He is currently a Certified Threat Manager through the Association.

Mr. Tobin has provided executive protection services to various business leaders, politicians, entertainers and independently wealthy persons globally. In performing these services he has planned security for major events, conducted vulnerability assessments for their homes and managed stalking and unwanted pursuit matters for them.

Prior to establishing AT-RISK, Mr. Tobin was the Managing Director of Training for Vance International’s Education and Training Team, overseeing all internal and external training programs. His responsibilities included curriculum development and implementation of programs for their uniformed division and executive protection programs.

Mr. Tobin established himself early in volunteer capacities by obtaining his Eagle Scout from the Boy Scouts of America. Since then he has continued to volunteer in various religious and political capacities as well as contributing and competing in events to fight leukemia and cancer.

Dr. Vince Houghton is the Historian and Curator of the International Spy Museum. He has a PhD in Diplomatic and Military History from the University of Maryland, where his research centered on US scientific and technological intelligence (nuclear intelligence) in the Second World War and early Cold War. His Masters, also from the University of Maryland, focused on the relationship between the United States and the Soviet Union.

He has taught extensively at the middle school, high school, and university level, most recently at the University of Maryland, where he taught courses on the history of US Intelligence, US Diplomatic History, the Cold War, and the History of Science.

Vince is a veteran of the United States Army, and served in the Balkans, where he worked closely with both civilian and military intelligence agencies in several capacities.

 

Michael O'Brochta, ACP, PMP

 
 

Mr. O'Brochta, who has managed hundreds of projects during the past thirty years, is also an experienced line manager, author, lecturer, trainer and consultant. He holds a master's degree in project management, a bachelor's degree in electrical engineering, and is certified as an ACP and a PMP. As Zozer Inc. President, he is helping organizations raise their level of project management performance. As senior project manager at the Central Intelligence Agency, he led the project management and systems engineering training and certification program to mature practices agency-wide.

Mr. O'Brochta's other recent work includes leading the development of standards and courses for the new U.S. Federal Acquisition Certification for Program and Project Managers. He is currently supporting FAC-P/PM programs by providing subject matter expertise for instructional design and delivery to the Federal Acquisition Institute and U.S. Department of Veterans Affairs. He serves at the PMI corporate level on the Ethics Member Advisory Group where he led the development of an ethical decision-making framework that was released PMI-wide, and at the chapter level where he built and led the international PMIWDC Chapter-to-Chapter program; he is a graduate of the Leadership Institute Mater Class.

Mr. O’Brochta has written and presented papers at every PMI North American Global Congress during the past decade as well as at many international, and regional conferences. Topics that he is currently passionate about include how to get executives to act for project success and great project managers. Audiences enjoy his blend of information, stories, and humor. Since his recent climb of another of the world’s seven summits, he has been exploring the relationship between project management and mountain climbing; he carried the PMIWDC banner on his climb of the highest mountain in Bolivia.

 

Mark Stout, PhD

Program Director

Mark Stout, PhD is the Program Director of the MA in Global Security Studies, Certificate in National Security Studies, and the Certificate in Intelligence at Johns Hopkins University’s Krieger School of Arts and Sciences Advanced Academic Programs in Washington, DC. He has previously worked for thirteen years as an intelligence analyst, first with the State Department’s Bureau of Intelligence and Research and later with the CIA. He has also worked on the Army Staff in the Pentagon and at the Institute for Defense Analyses. Dr. Stout also spent three years as the Historian at the International Spy Museum in Washington, DC. He has degrees from Stanford and Harvard Universities and a Ph.D. in history from the University of Leeds in the United Kingdom.

Dr. Stout is the co-author of three books and has published articles in Intelligence and National Security, Studies in Intelligence, The Journal of Strategic Studies, and Studies in Conflict and Terrorism.

His research interests include intelligence history; military history, especially the history of military thought; terrorism; and irregular warfare. He is presently co-edited a two volume set entitled Spy Chiefs for Georgetown University Press and writing a book on American intelligence during World War I.

Tomoichi Sato

Dr. Tomoichi Sato is General Manager of ICT Management Office at JGC Corporation in Yokohama, Japan.

Born in Tokyo in 1956, he majored chemical engineering at Tokyo University. He stated his carrier in JGC as a process engineer, and later became schedule engineer/project manager/PMO member in the plant engineering and the IT development fields.

Since 2007, he privately started research work on PM theory and established a theoretical framework called ‘risk-based project value (RPV) analysis.’ Using this framework he has published a series of academic papers in domestic and international journals. In 2009, Japan Industrial Management Association awarded his first article as the best research paper of the year. He obtained doctor degree by his study in 2010.

He also teaches PM courses at Tokyo University Graduate School and Hosei University.
He wrote several Japanese books about PM, time management, advanced planning & scheduling, bill of materials (BOM) and supply chain management.

Jay Hicks

 

Jay Hicks is an author, instructor and consultant, with over 30 years of business and government planning and leadership.

He advises commercial and federal organizations on the planning, development and leadership of Project Management Organizations, delivering viability and value. Jay speaks, writes books and articles, guides and consults people and organizations in aspects of military transition.

With a special kinship for military personnel, he provides guidance on successful civilian career transition.

Jay is the co-founder of Gr8Transitions4U, where speaking, writing and assisting organizations in understanding the value of hiring military personnel is the key focus.

 

Andy Walker

 

Meet Andy Walker – the new 2016 PMIWDC Chapter Vice-Chair and COO. Andy has volunteered for over 5 years starting as a volunteer with the Programs Committee assisting in recruiting speakers for our chapter dinner meetings. Andy quickly ascended to AVP of Evening Programs and was subsequently elected to VP Programs in 2012. In 2014 Andy was elected to the Governance Board as a Director-at-Large where he took on a special assignment as the PM over the planning and execution of the annual 2015 PM Symposium.

Beyond his PMIWDC volunteer work, Andy is the SAP Federal Sales Executive for Deloitte Consulting, LLP with over 16 years in sales, management consulting and industry project/program management experience. He specializes in the strategic planning, business development, marketing and sales of SAP projects.

Andy has held positions of increasing responsibility as an officer in the United States Marine Corps, Honeywell Aerospace and Deloitte Consulting, LLP managing both local and globally disbursed teams. He has led projects with Marines in wartime situations and led or supported seven full lifecycle SAP implementations as well as numerous other IT infrastructure improvement projects. Andy also has added expertise in the implementation and oversight of PMO operations, supporting methodologies, processes, and tools.

Andy has an established track record of exceeding expectations and is consistently evaluated as top performer while rapidly adapting to a myriad of work environments, roles and emerging technologies.

Andy also plays an active role elsewhere in the community having led multiple Deloitte volunteer events, including the Deloitte Philadelphia Office’s largest National Impact Day of Service event at Cradles to Crayons with over 100 volunteers as well as a Deloitte team for a Travis Manion Foundation Heroes Run. Andy has also volunteered and/or led events with Habitat for Humanity, Adopt a Highway and Rebuilding Together Philadelphia.

Andy holds a Masters in Computer Information Systems from the University of Phoenix and a Bachelors of Business Administration and Finance at Villanova University where he was honored as most outstanding midshipman in his Naval Reserve Officer Training Corps class.

Andy resides in Fort Washington, PA with his wife Meghan and kids Grace and Danny. Andy enjoys running, having recently completed the Marine Corps Marathon as well as traveling and spending time with his family.

He is the author of numerous articles and PMI webinars, and a frequent speaker at PMI Chapter meetings throughout the US. Mary Ann W. Lewis is the president and the government liaison of SAVE International, the professional society for the Value Methodology.

She spent her career promoting value-improving practices and construction management. Ms. Lewis managed Black & Veatch’s Water Program & Construction Management Practice. She co-founded Lewis & Zimmerman Associates (1982), the Construction Dynamics Group (1983), and CDG International (1991-UK), which were sold in 2004 to ARCADIS. She worked for two U.S. Congressmen early in her career.

She is a trustee and former chair and director of the nonprofit Lawrence D. Miles Value Foundation. Ms. Lewis is a Fellow of SAVE International.

Lindsay Zarwell

Archivist, Steven Spielberg Film and Video Archive

Lindsay Zarwell received a BA in History from American University in Washington, DC in 1999 and a Master of Library Science from the University of Maryland’s College of Information Studies in 2004. Ms. Zarwell has worked as an archivist in the Steven Spielberg Film and Video Archive at the United States Holocaust Memorial Museum since 2000.

In this capacity she conceived and regularly develops the Archive’s public access database, acquires and catalogs original film materials, and manages several significant digital and film preservation projects. She is an active member of the Association of Moving Image Archivists and presented at annual conferences on the topics If We Stream It, Will They Watch (2012) and Recording Retribution: Issues in the Curation of, and Access to, Actuality Footage of War and Atrocity (2007).

She has recently focused on interpreting and presenting the Museum’s amateur film collections and co-published an essay on home movies titled “Yes, There Was a World: Prewar Jewish Life on Film” in Archäologie des Amateurfilms (2015).

 

Leora Kahn

PROOF: Media for Social Justice

Leora Kahn is founder and president of PROOF: Media for Social Justice. She works on global projects with Amnesty International and the United Nations. Her book, Darfur: 20 years of War and Genocide has won several awards and an exhibition of this work is traveling in the US under the auspices of the Holocaust Museum of Houston.

She has curated an exhibition on child soldiers in collaboration with the UN’s Office on Children and Armed Conflict that continues to travel worldwide with an accompany book “Child Soldiers.”

She lectures and teaches widely on topics in human rights and photography, including Yale, International Center for Photography and the New School in New York. Leora had been a fellow in the Genocide Studies Program at Yale University. She is a Fulbright Senior Specialist and recently taught at University of Haifa. She is working on projects on refugees and testimonies with Clark University and Aristotle University in Greece.

Leora’s recent work has taken her to Rwanda, Cambodia and Bosnia, Sri Lanka and Iraq, where she has researched and interviewed rescuers from these genocides An exhibition comprised of photos and texts of these interviews has traveled to 10 different countries. She has developed a worldwide project on rape and transitional justice with partners, TRIAL and UNFPA.

Leora’s film credits include Rene and I, an award-winning documentary about the life an extraordinary woman who was experimented on by Josef Mengele during the Holocaust. She co-produced Original Intent; a documentary that explores the judicial philosophy promoted by right wing in US. She was director of photography at Workman Publishing and Corbis as well as working at the New York Times Magazine, Time magazine and numerous other publications.
